Abstract: This guide establishes design rules and guidelines for the creation and use of the Extensible Markup Language (XML) for joint use by the U.S. Environmental Protection Agency (EPA), state and local governments, tribes, and territories exchanging data on the National Environmental Information Exchange Network (Network). The audience for this guide includes Exchange Network policymakers, schema developers, XML instance authors, and XML application integrators. This guide applies to all Exchange Network organizations and their employees. It also applies to the facilities and personnel of agents (including contractors and grantees) who are involved in XML-related information resource activities.
