  RCRAInfo

data exchange description

Network partners can use the Exchange Network to submit data to U.S. EPA's RCRAInfo system. RCRAInfo is EPA's national program management and inventory system about hazardous waste handlers.

*Important Note on Changes to the RCRAInfo Exchange*
In December 2008, the RCRAInfo system underwent a major revision from version 3.0 to version 4.0. (See the RCRAInfo Translator Guide v4.0 and the accompanying comparison between version 3.0 and 4.0 for more details.) These database changes required revisions to the existing XML schemas which were designed to work with version 3.0. EPA's Office of Resource Conservation and Recovery (ORCR), EPA's Central Data Exchange (CDX), and the Exchange Network governance are currently working together to update the XML schemas and other components of the flow so that they will work with version 4.0 of RCRAInfo. See the key dates below for more information about availability of version 4.0 XML schemas.

Network partners that rely on the Exchange Network to make submissions to RCRAInfo will be unable to send data during this transition period. As such, U.S. EPA will allow Network partners until June 2009 to fully implement the new data exchange and resume regular data submissions to the RCRAInfo production database. ORCR plans to work with EPA Regions to ensure that all necessary parties are aware of this approach and the potential for interruptions in state reporting.

Key Dates

Please note that these dates apply only to XML submissions to the Handler module and the Compliance Monitoring & Enforcement module.

  • March 5, 2009 - Draft XML schemas made available for the Handler module and the Compliance Monitoring & Enforecement module
  • April 1, 2009 - Final XML schemas released for the Handler module and the Compliance Monitoring & Enforecement module
  • April 30, 2009 - Target Date for Network partners to begin testing XML submissions to the RCRAInfo Test Environment
  • May 30, 2009 - Target Date for Network partners to begin making XML submissions to the RCRAInfo Production Environment
  • June 2009 - Date by which Exchange Network partners must resume submitting data to RCRAInfo
  • Beyond June 2009 - ORCR and the Exchnage Network governance will work with Network partners to determine a timeline for revising the XML schemas for other RCRAInfo modules including Corrective Action, Permitting, and Waste Activity.

RCRAInfo ipt conference calls

A group of states and representatives from U.S. EPA meets via conference call on the first Monday of each month to discuss issues related to the RCRAInfo data exchange. Version 4.0

The NTG Conformance Committee has received and reviewed the RCRAInfo documentation package and deemed the schema and supporting flow documentation acceptable for use on the Exchange Network. Please note that these resources for version 4.0 of the RCRAInfo Exchange currently include the RCRAInfo Handler and Compliance Monitoring and Enforcement modules only. Also note that these resources have not yet been fully tested. Testing is scheduled to begin after April 30, 2009. It is possible that the testing process will result in modifications to these resources. Be sure to sign up for Exchange Network email alerts to receive notifications about any adjustments that are made.
