The Exchange Network is jointly managed by representatives from U.S. EPA, state environemntal agencies, and tribal organizations. The Exchange Network Leadership Council (ENLC) provides high-level leadership and direction for the Network. The primary sub-group of the Council, the Network Operations Board (NOB), supports the day to day operations of the Exchange Network.

The ENLC recently issued its Strategic Plan for the Exchange Network. The Plan establishes the strategic direction for the Network and codifies the ENLC's commitment to building and implementing a state-of-the-art means for exchanging environmental data and supporting better environmental decisions.
