XML Design Rules and Conventions

This document establishes design rules and conventions (DRCs) for the creation and use of the Extensible Markup Language (XML) for joint use by Partners exchanging data on the Network. Its audience includes policymakers, schema developers, XML instance authors, and XML application integrators. It applies to all agencies and organizations involved with designing, developing, and implementing XML-related resources for Network data exchanges.
