Data Exchange Description
Under the Energy Independence and Security Act of 2007 (EISA), EPA is responsible for revising and implementing regulations to ensure that transportation fuel used in the United States contains a minimum volume of renewable fuel. The Renewable Fuel Standard Program (RFS2) has been developed in collaboration with refiners, renewable fuel producers, and many other stakeholders. RFS2 incorporates the concept of the Renewable Identification Number (RIN); establishes a RIN market; expands the RIN market over a period of years; and maintains a consistent Renewable Volume Obligation and reporting requirements for production, blending, refining, and use activity on a quarterly and annual basis.
Participants in the RFS2 use the EPA Moderated Transaction System (EMTS) to submit transactions. EMTS incorporates features that help establish a well-functioning and transparent market for RINs. The EMTS data flow supports the reporting of all RIN transactions including the generation, separation, purchase and sale, and retirement of RINs.

The EMTS schema and supporting documentation have been approved for use on the Exchange Network.
In May 2015, a minor change was made to v3.1. The change allowed for the specification of pre-2010 Credit Years, resulting in a less restrictive schema. As such, the version number was not incremented.
