TRI Version 6.0 Released

December 3, 2014

EPA is pleased to announce that version 6.0 of the Toxics Release Inventory (TRI) Data Exchange.

This version includes the following RY2014 Information Collection Request and Reporting Forms and Instructions changes:

  • Add an optional extension to all phone numbers that would allow facilities to ensure that incoming calls are directed to the appropriate person.
  • Add an optional field to allow facilities to indicate the section of a water body that received the surface water discharge. Specifically, facilities could provide a reach code, which is a unique identifier for a linear, unbranched section of a water body.
  • Add check boxes to indicate whether a facility has provided a ‘‘Production Ratio’’ or an ‘‘Activity Ratio’’ (Part II: Sec. 8.9).
  • Add a new column where facilities can provide an optional percentage range indicating the estimated annual reduction in chemical waste generation associated with a given source reduction activity (Part II: Sec. 8.10).
  • Provide optional barrier codes that facilities can use in Section 8.11 to indicate why they could not implement any source reduction activities during the reporting year (Part II: Sec. 8.11).
  • Allow facilities to categorize optional free-text information entered in Sections 8.11 and 9.1 by selecting from a list of topics provided in TRI–MEweb.

All XML files uploaded to TRI-MEweb via Third-party Load as well as XML files forwarded to State partners of the TRI Data Exchange will adhere to v6.0 of the TRI XML schema beginning in calendar year 2015.

EPA Releases ICIS-NPDES Version 5.0

October 24, 2014

On October 27, 2014, the Integrated Compliance Information System (ICIS) schema is being upgraded to Version 5.0. ICIS v5.0 includes a new Air module and changes to the National Pollutant Discharge Elimination System (NPDES) module for using a new Compliance Monitoring Identifier as the key field for all Compliance Monitoring-related submissions.

Because previous versions of the ICIS-NPDES schema will no longer be supported, any State submitting permit, DMR, compliance monitoring, etc., data to ICIS-NPDES must ensure their submissions XMLs conform with ICIS v5.0, which is available at https://www.exchangenetwork.net/data-exchange/icis-npdes/.

EPA Releases Final FY 2015 Exchange Network Grant Solicitation Notice

September 26, 2014

The FY 2015 Exchange Network (EN) Grant Program Solicitation Notice is now available to interested applicants here.

Applications are due to EPA by November 24, 2014.

In FY 2015, EPA expects to award about $10 million for 40 to 50 assistance agreements for EN Phase 2 (or Phase 1) projects of up to $500,000 each. EPA also expects to award an additional $1.4 million for three to four partnership assistance agreements for E-Enterprise for the Environment projects related to the EN of up to $500,000 each. The exact number of assistance agreements will depend on the final amount of EPA’s appropriation for the grant program, the number of applications submitted to EPA by the application deadline, the amounts of proposed budgets, and the outcome of application reviews. The primary outcome expected from EN assistance agreements is improved access to, and exchange of, high-quality environmental data from public- and private-sector sources. With this outcome in mind, applications should demonstrate support for and results toward EN program priorities.

EPA will accept project proposals for EN assistance agreements in one of two ways: 1) a hard copy mailed or delivered application, including one original and two copies; or 2) a proposal submitted electronically through Grants.gov. EPA anticipates that it will announce selection decisions in or around April 2015. EPA plans to issue the awards by July 31, 2015.

EPA will be hosting webinars to assist applicants. Webinar details will be provided via EN Alerts and here.

Institute for Tribal Environmental Professionals Launches EN Tribal Support

July 29, 2014

The Institute for Tribal Environmental Professionals (ITEP) is pleased to announce that we have begun work with the Exchange Network Tribal Governance Group (TGG) and EPA’s Office of Environmental Information (OEI) to support Tribal involvement in the Exchange Network.

We will focus on expanding Tribal participation in the Network, work with Tribes to facilitate a unified Tribal voice amongst the EN Partners, and identify ways to help foster projects and initiatives that are both relevant and sustainable for Tribes. To that end, ITEP will be reaching out to Tribal representatives to assess current needs, priorities, and challenges with respect to Exchange Network activities. Additionally, ITEP will facilitate an annual meeting for Tribes, EPA and other EN Partners, where there will be ample opportunities to share and learn from Tribal perspectives and experiences. ITEP will also be developing and launching a new website that will contain additional information and Exchange Network resources for Tribes. We welcome the participation and input of all Tribes, not just those currently using Network tools and services. If you have any feedback on dates, topics, presenters, etc., for the upcoming meeting, please contact Lydia Scheer at lydia.scheer [at] nau.edu or Cristina Gonzalez-Maddux at cristina.gonzalez-maddux [at] nau.edu.

To subscribe to ITEP’s EN Tribal listserv for periodic announcements and updates, send an email message to: [email protected] with a single line of text in the body of the message that reads: subscribe NEIEN_TRIBAL-LISTSRV your_first_name your_last_name (e.g:, subscribe NEIEN_TRIBAL-LISTSRV Joe Smith). The email address used to send the message will be added to the subscriber list to receive future email updates from the listserv. You may need to check your JUNK or SPAM folders for an email from [email protected] and approve the sender.

EPA Releases Version 3.0 of AQS Submission Schema

July 16, 2014

EPA has released the final Version 3.0 of the AQS Submission schema. The schema is available here.

Version 3.0 adds elements necessary for the implementation of the air monitoring program quality assurance procedures. These include new quality assurance transactions and additional monitor metadata. Site and monitor metadata have been changed to better align AQS with physical reality and the intended meanings of terms in the monitoring program. Finally, elements that are no longer needed or that are superseded by the new elements have been deprecated.

It is important to note that for data elements that are not changing, such as raw sample data, the basic structure of the schema from v2.x to v3.0 has not changed. For routine raw sample data submissions, no changes may be necessary by the submitter.

All data collected on or after January 1, 2015, must be submitted using v3.0. EPA is using the data collection date, rather than the submittal date, because AQS processes generally operate on a calendar year. The new schema deprecates elements that AQS will no longer allow for data collected beginning in calendar year 2015.

AQS v3.0 test and production environments will be available by August 1, 2014

ICIS-NPDES Version 4.1 Now Available

June 9, 2014

An upgrade to the ICIS-NPDES data flow is now available. This upgrade to version 4.1 involves three categories of changes:

  1. An option to either submit a facility’s location city code, or submit a facility location’s city name with a county code;
  2. The addition of new optional data to the existing Storm Water Industrial Permit component web service; and
  3. A new “Storm Water Industrial Annual Report” web service that will allow EPA’s new electronic notice of intent tool “NeT” to populate a newly created Federal Storm Water Multi-Sector report record.

Partners who are not planning to use these new optional tags and web service can continue to submit all of their NPDES data the same way they have done in the past.

Call for Members - E-Enterprise for the Environment Architecture and Services IPT

June 5, 2014

State and Federal environmental agencies are collaborating on an initiative called E-Enterprise for the Environment (E-Enterprise) that will recast the business model of environmental protection in the United States. E-Enterprise will improve environmental outcomes and dramatically enhance service to the regulated community and the public by maximizing the use of advanced monitoring and information technologies, optimizing operations, and increasing transparency.

The E-Enterprise Leadership Council (EELC) is launching an effort to develop a technical architecture for E-Enterprise that will ensure interoperability and reduce redundancies between co-regulator data systems, accommodate single sign-on for the regulated community, and design portals for reporting and accessing environmental information. In close cooperation with the EELC, the Exchange Network Leadership Council (ENLC) is looking for volunteers to serve on the E-Enterprise Architecture and Services Integrated Project Team (IPT). Co-Chaired by EPA’s Robin Gonzalez and New Mexico Environment Department’s Mary Montoya, the IPT will provide input into the fundamental technical specifications for E-Enterprise, including:
  • E-Enterprise Solutions Architecture
  • Concept of Operations for Federated Identity Management
  • Concept of Operations for the E-Enterprise Portal, and
  • E-Enterprise Services Portfolio and Implementation Strategy
The ENLC aims to assemble a diverse group that includes members with skills in fields such as business process management, environmental program management, enterprise architecture, and Information Technology security. The Draft Charter, includes additional information about the IPT’s proposed work, schedule, and operations.

If you would like to volunteer to participate in this IPT, please send a very brief statement of interest along with a brief description of your professional experience and skills to EN Coordinator Kurt Rakouskas at kurt [at] exchangenetwork.net by June 20, 2014. Also, please share this information with others that may be interested in participating in the IPT.
